Change in Mode Share

Changing mode share or diverting auto trips to transit isn't the point. Getting people where they need to go is. Measure total trips, compare automobile delay with and without the transit improvement. Compare the cost of transit with the cost of freeway improvements needed to achieve similar outcomes in the next 30 years. Past a certain point, the math says "build transit", and once you are there, the game is just optimizing land use near transit.
